Emerging Leader Fellow Arley Styer and Education Law Center’s work on the education of young people in Pennsylvania’s group homes and residential treatment facilities contributed to the May 2010 revision of this Pennsylvania Department of Education Basic Education Circular (BEC).
The BEC states the opinion of the department with respect to school districts’ duties to educate students, especially those with disabilities, who reside in residential facilities within the school districts’ boundaries.
