Rufus Sylvester Lynch is motivated by the fact that for a variety of reasons, too many children are growing up without the emotional and financial support of both parents. Thus, his fellowship, The Integration of Responsible Fatherhood within Foster Care Service Delivery, proposes to develop capacity and compentency wihtin Child and Family Agences (CFAs) and two dozen agencies to explore the integration of responsible fatherhood programming within foster care service delivery in the City of Philadelphia.
