Healing Futures: Expanding Restorative Justice in Philadelphia’s Youth Punishment System

By | September 30, 2025

Stoneleigh Emerging Leader Fellow Hanae Victoria Mason co-authored a first-of-its-kind report examining the first two years of Philadelphia’s pre-charge, youth-focused restorative justice diversion program.

Healing Futures became Philadelphia’s first Restorative Justice Diversion program in 2021. Since then, it has helped over 50 young people who were facing potential charges and permanent criminal records instead face themselves and the people they harmed by going through a process of accountability and repair. In 2024, a survey and interview process of the participants of the first two years of Healing Futures was completed. This report includes the findings from the surveys and interviews, as well as a deeper exploration of how restorative justice diversion works and why its scope and scale should be expanded.
