Justine Fowler, MA

Analyzing Juvenile Recidivism Rates by County in Pennsylvania

Justine currently serves as the Director of Research and Analytics for the Juvenile Court Judges’ Commission. Prior to this role, she worked as a Data and Policy Specialist with the Crime and Justice Institute, a division of Community Resources for Justice. Previously, she was a Program Analyst for the Pennsylvania Juvenile Court Judges’ Commission, which establishes standards governing the practices and procedures used in juvenile courts, advises juvenile courts about the proper care of children, establishes personnel practices and employment standards used in probation offices, collects juvenile court statistics, and administers an aid program to improve county juvenile probation.

Justine first joined the Juvenile Court Judges’ Commission as a Stoneleigh Emerging Leader Fellow in 2011-2012. In that role, she compiled and analyzed the recidivism rates of Pennsylvania youth in an effort to better inform the court system. Prior to her Fellowship, Justine was a Data Analyst with the Office for Children and Families in Courts of the Administrative Office of Pennsylvania Courts.

Justine holds a master’s in criminal justice from Pennsylvania State University.
