Truancy Reduction in the City of Philadelphia

Julie Cousler Emig currently serves as Executive Director of Education Plus Health, a nonprofit serving more than 7,000 students in school-based health centers in Philadelphia’s charter, public, and private schools.

Previously, Julie served as Deputy Director of Concilio, Pennsylvania’s oldest Latino nonprofit, where she provided strategic vision and oversight for the organization’s health and social services. From 2009-2011, she was a Stoneleigh Fellow in the Mayor’s Office of Education, addressing truancy and chronic absenteeism through cross-systems approaches. Prior to this, Julie was Vice President for Health at Congreso, a Philadelphia-based nonprofit focused on strengthening Latino communities. In this capacity, she oversaw the $5 million Health and Wellness Services division, developing and enhancing programs addressing domestic violence, mental health and substance abuse, family planning, teen pregnancy and parenting, and HIV/AIDS. Julie started her career as a community social worker, assisting youth with behavioral health challenges and families at-risk for out-of-home child placement. She has served on the boards of several organizations, including the Seybert Foundation, the Pan American Academy Charter School, and the Women’s Medical Fund.

Julie holds BS and MS degrees in social work from Temple University.
