Joelle Ruben currently serves as a Senior Communications Associate at James Bell Associates, a firm which conducts program evaluation, applied research, and technical assistance in the fields of child welfare, child & family development, healthcare, and mental health & substance abuse.
Joelle has over a decade of experience working on child and family issues in a variety of communications, policy, advocacy, and direct service roles. At James Bell Associates, she is working to disseminate information collected by the National Home Visiting Resource Center. Previously, she was Managing Editor for the National Clearinghouse on Families and Youth at JBS International. As a Stoneleigh Emerging Leader Fellow at Pennsylvania Partnerships for Children from 2011-2012, Joelle worked to strengthen the implementation of the Fostering Connections to Success and Increasing Adoptions Act of 2008 through data-informed advocacy. Early in her career, Joelle served as Director of Education & Outreach for the Joint Council on International Children’s Services.
Joelle holds a BA in journalism and mass communication from the University of North Carolina at Chapel Hill and an MSW from the University of Pennsylvania.
