Heather Rouse, PhD

Policy Analysis Center

Heather Rouse currently serves as Director of Iowa’s Integrated Data System for Decision Making.

Previously, Heather served as Assistant Professor of Human Development and Family Studies at Iowa State University, Director of Health Policy Research at the Arkansas Center for Health Improvement, and Assistant Professor of Pediatrics at the University of Arkansas for Medical Sciences. As a Stoneleigh Fellow from 2010-2011, she served as the Deputy Research Director of the Philadelphia Policy Analysis Center. Prior to her Fellowship, Heather was the Research Director for the Kids Integrated Data System at the University of Pennsylvania’s Graduate School of Education, working to develop protocols for the use of integrated administrative records to inform policy decisions across the health, education, and social service systems. She is currently a member of the Society for Research in Child Development, the American Educational Research Association, the Association for Public Policy Analysis and Management, and the National Council on Family Relations.

Heather holds a BA in psychology, an MSEd in psychological services in education, and a PhD in school, community & clinical child psychology, all from the University of Pennsylvania.
