Strengthening Implementation of Extended Foster Care in Pennsylvania
Dominique Mikell currently serves as a Stoneleigh Emerging Leader Fellow at Juvenile Law Center, where she is researching the statewide implementation of Pennsylvania’s extended foster care legislation, Act 91. She is also using her findings to identify policy and practice strategies that will help more youth benefit from extended foster care services across the state.
During her graduate studies, Dominique worked as a research assistant on the California Youth Transition to Adulthood study led by Dr. Mark Courtney to evaluate the implementation of California’s extended foster care legislation. Previously, she completed internships with the Chicago Child Care Society, CHANGE Illinois, and Kenwood Academy.
Dominique holds a BA in philosophy from Stanford University and graduated with Honors from the Graduate School of Education. She also holds an AM degree with a focus on child welfare from the University of Chicago.
