Whiquitta “Kee” Tobar currently serves as the Racial Equity & Inclusion Director at University of Delaware. Previously, she was the Chief Diversity and Inclusion Officer at Community Legal Services (CLS) of Philadelphia.  In this role, she provided vision, leadership, and direction for CLS’ ongoing strategy to support racial equity, inclusion, and diversity across all aspects of the organization’s work and efforts.  Kee also worked as a disability justice attorney with CLS’ Youth Justice Project, focusing on social security advocacy and law enforcement policy related to persons with disabilities.  She began her time at CLS as a Stoneleigh Emerging Leader Fellow with a project focusing on increasing access to civil legal services for BIPOC and LGBTQ+ youth and youth involved in the child welfare, youth justice, and/or homeless services systems.

Prior to joining CLS, Kee served as a Zubrow Fellow at Juvenile Law Center, where she co-facilitated work on issues related to ending youth homelessness, eliminating juvenile court fines and fees, and securing an appropriate education for youth in the justice system.  She also helped launch the Legal Center for Youth Justice and Education and led the Juvenile Justice Working Group for Philadelphia’s 100-Day Homelessness Challenge.

Kee holds a BA in political science from Alabama A&M University and a JD from Georgetown University Law Center.
