Julie Cousler Emig has spent most of her professional career working in Philadelphia's non-profit community to improve the health and social outcomes for the city's most vulnerable citizens.

She most recently and significantly served in the Latino community where she ran the division of health services for Congreso de Latinos Unidos. At Congreso for ten years overseeing a $5 million division of critical health services, she developed and enhanced domestic violence services through prevention and family focused interventions integrating mental health for families as needed; she was the principal architect and Investigator for Congreso's federally-funded teen parenting program evaluating the difference in impact with a clinical integration versus more traditional case management services for teen parents most at-risk for poor outcomes for self and family; she designed and launched a collaboration across all of Congreso's health programs to reach vulnerable youth with an integrated model for sexual, behavioral, and relationship health through prevention and early intervention; and she brought many more enhancements and recognitions to all of Congreso's other health services including family planning, HIV/AIDS, and substance abuse.

Prior to coming to Congreso, Ms. Cousler served as a community social worker working with families at-risk for out-of-home child placement, also with troubled youth mandated to a behavioral health day treatment program, and she worked with the Safe and Sound research team evaluating related programs. While earning her Master's degree in Social Work, Ms. Cousler interned with the Department of Human Services' Juvenile Justice division. Ms. Cousler has served on numerous boards where she has held multiple leadership roles, including the Women's Medical Fund and the Seybert Foundation.  She was a volunteer domestic violence hotline counselor for Women in Transition for nearly ten years. Ms. Cousler is the proud recipient of numerous prestigious awards including the 2004 Forum Award from the Forum of Executive Women and the 2006 Purple Ribbon Award from Lutheran Settlement House. She is the proud mother of a public school kindergartener.
