Expanding Data-Driven Advocacy to Improve Child Welfare Policy

​​​Joelle Ruben currently serves as a Senior Communications Associate at James Bell Associates, a firm which conducts program evaluation, applied research, and technical assistance in the fields of child welfare, child & family development, healthcare, and mental health & substance abuse.

Joelle has over a decade of experience working on child and family issues in a variety of communications, policy, advocacy, and direct service roles. At James Bell Associates, she is working to disseminate information collected by the National Home Visiting ​Resource ​Center. Previously, she was Managing Editor for the National Clearinghouse on Families and Youth at JBS International. As a Stoneleigh Emerging Leader Fellow at Pennsylvania Partnerships for Children from 2011-2012, Joelle worked to strengthen the implementation of the Fostering Connections to Success and Increasing Adoptions Act of 2008 through data-informed advocacy. Early in her career, Joelle served as Director of Education & Outreach for the Joint Council on International Children’s Services.

Joelle holds a BA in journalism and mass communication from the University of North Carolina at Chapel Hill and an MSW from the University of Pennsylvania.
